REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 2, 2009 <br />TITLE: <br />COOPERATIVE AGREEMENT WITH ORANGE <br />COUNTY TRANSPORTATION AUTHORITY <br />FOR IMPLEMENTATION OF VIDEO <br />SURVEILLANCE SYSTEM AT SANTA ANA <br />REGIONAL TRANSPORTATION CENTER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 151 Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute the <br />attached cooperative agreement with the Orange County Transportation <br />Authority (OCTA) to allow for the design, installation and acceptance of <br />a video surveillance system (VSS) at the Santa Ana Regional <br />Transportation Center (SARTC) subject to non-substantive changes approved <br />by the City Manager and City Attorney. <br />DISCUSSION <br />On September 13, 2007 OCTA's Board of Directors approved the use of <br />Federal Transportation Administration grant 5309 money for the purpose of <br />funding 80 percent of the Metrolink Video Surveillance System Deployment <br />Program. The Board also designated that the remaining 20 percent of the <br />funding would be provided using Commuter Urban Rail Endowment funds for a <br />total budget of $750,000. <br />The project consists of the installation of video surveillance cameras, <br />computers, software and improvements to related infrastructure designed <br />to capture video of the activities of visitors to the SARTC. The video <br />will be stored in the system for possible forensic use at a later date <br />(Exhibit 1). <br />The City will determine the scope and function of the proposed VSS while <br />OCTA will provide the funding and all resources necessary for the design <br />and construction of the project. The City will assume ownership and <br />maintenance of the system after the project is completed. <br />25N-1 <br />
