REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 2, 2009 <br />TITLE: <br />AMENDMENT TO AGREEMENT WITH THE <br />ORANGE COUNTY HEALTH CARE AGENCY <br />UNDER THE HOUSING OPPORTUNITY FOR <br />PERSONS WITH AIDS(HOPWA) PROGRAM <br />-~ <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />^ As Recommended <br />^ As Amended <br />^ Ordinance on 15t Reading <br />^ Ordinance on 2"d Reading <br />^ Implementing Resolution <br />^ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute the <br />attached amendment to the cooperative agreement between the City of Santa <br />Ana and the County of Orange Health Care Agency adding an additional <br />$262,000 for a total of $1,237,043, subject to non-substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />On June 1, 2009, the City Council authorized entering into an agreement <br />with the county of Orange Health Care Agency for supportive housing <br />services for HIV/AIDS infected and affected individuals and families <br />utilizing Housing Opportunities for Persons with AIDS (HOPWA) funding. <br />The amount of the agreement was $975,043. This agreement recommendation <br />was the result of the strategy meeting held in February 2009 to determine <br />expenditures for the 2009-2010 HOPWA funds. Participants at the strategy <br />meeting included staff from the O.C. Health Care Agency, staff from the <br />non-profit service agencies providing services to the HIV/AIDS community, <br />and consumers of those services. <br />At this time, the County is requesting an additional $262,000 due to the <br />reduction in funding from the State of California for HIV/AIDS services <br />in Orange County. The City received a letter supporting the request from <br />the chair of the Orange County HIV Planning Council, HIV Housing <br />Committee and HIV Client Advocacy Committee. These additional funds are <br />available from unexpended prior year allocations that were previously <br />budgeted for future development projects. The proposed amendment will <br />increase the total contract to $1,237,043. Any funds unexpended by the <br />County at the close of the program year will be de-obligated and <br />reallocated to other eligible activities. <br />25P-1 <br />
