Conditional Use Permit No. 2009-18 <br />October 12, 2009 <br />Page 3 <br />ensure it remains in compliance with the indoor sports facilities section <br />of the Municipal Code and does not become an attractive nuisance or <br />disrupt the surrounding industrial tenants within the center. Per the <br />submitted operations plan, the majority of the activity for the proposed <br />use will occur in the evenings and on weekends when the surrounding <br />industrial uses will not be active. The addition of indoor soccer in this <br />location supports several General Plan Policies, including Land Use <br />Element Policy 1.8 which encourages the development of commercial <br />recreational facilities, and Policy 2.2 which encourages development which <br />accommodates the City's need for goods and services. This project will <br />provide a much needed opportunity for recreation within an area of the <br />City that is substantially underserved by the existing parks. <br />Based upon the analysis of the project and the project's compatibility <br />with the City's General Plan and applicable development standards, staff <br />recommends that the Planning Commission approve Conditional Use Permit No. <br />2009-18 as conditioned. <br />CEQ~+, Compliance <br />This project was reviewed in accordance with the Guidelines for the <br />California Environmental Quality Act. The recommendation is exempt from <br />further review pursuant to Section 15301. This Class 1 exemption applies <br />to a project that involves the licensing of an existing structure with <br />little or no expansion involved.
