Will the proposed use comply with the regulations and conditions <br />specified in Chapter 41 for such use? <br />The proposed check cashing business does not meet several of <br />the development standards specified in Chapter 41 of the Santa <br />Ana Municipal Code including: lot size, parking, building <br />setbacks, landscaping and separation requirements for check <br />cashing facilities in the commercial zone. Variances from each <br />of these standards will be required in order for the project to <br />comply with Chapter 41 of the Municipal Code. <br />E. Will the proposed use adversely affect the General Plan or any <br />specific plan of the City? <br />The granting of the variance will adversely affect the City's <br />General Plan by opposing several of the General Plan Land Use <br />policies, including Policy 2.2 by allowing an additional <br />conditionally permitted use in an area which is already <br />accommodated by an adequate amount of banking services. <br />Additionally, the approval of this variance and subsequent <br />conditional use permit will oppose Land Use Policy 2.9 which <br />supports developments that create a business environment that <br />is safe and attractive, while check cashing facilities have <br />been known historically to be locations of illicit activity. <br />31 B-30 <br />
