Amendment Application No. 2009-02 <br />Conditional Use Permit No. 2009-20 <br />Variance No. 2009-08 <br />October 12, 2009 <br />Page 6 <br />Based on the analysis of the project, findings of fact, conditions of <br />approval, compatibility with the City's General Plan and applicable <br />development standards, it is recommended that the Planning Commission <br />recommend that the City Council approve Amendment Application No. 2009-02, <br />Conditional Use Permit No. 2009-20 as conditioned and Variance No. 2009-20 <br />as conditioned (Exhibits 9, 10, 11 and 12). <br />Neighborhood Outreach <br />A special meeting of the Artesia Pilar Neighborhood was held on September <br />22, 2009 to discuss the project. The applicant presented the project site <br />plan, elevations and landscape plans for the proposed development project. <br />The developer clarified a few questions related to hours of operation, <br />parking, proposed tenants, neighborhood benefit, design, occupancy <br />restrictions and security. Overall, the neighborhood participants are <br />supportive of the proposed project. <br />CEQA Compliance <br />In accordance with the California Environmental Quality Act (Title 14 of <br />the California Code of Regulations, Section 15303), the recommended action <br />is exempt from further review.
