INSU~~N~~~~N FILE <br />W~P~~ ~a~°i ud~~RQ~EEC <br />CL~:~2i~~~OUNCIL <br />~~~' ~, ~ z ~-O cl <br />CONSULTANT AGREEMENT <br />A-2009-15 8 <br />THIS AGREEMENT, made and entered into this 8`h day of September, 2009, by and <br />between GTSI Corporation, a Virginia corporation (hereinafter "Consultant"), and the City of <br />~ Santa-Ana, a charter city and municipal corporation organized and existing under the <br />'~' Constitution and laws of the State of California (hereinafter "City"). <br />t,; ~~, ~~ <br />'y''" ~' S` RECITALS <br />.~ ~~w <br />~`~.,~~ A. City, acting through the Santa Ana Police Department in its capacity as a Core City and <br />~1-" ~ lead agency for the Anaheim /Santa Ana Urban Area under the FY07 Urban Areas <br />11 Security Initiative ("UASI"), has applied for, received and accepted a grant from the <br />- ~ ~ United States Department of Homeland Security, which developed the Interoperable <br />U ~y ~ Emergency Communications Grant Program (IECGP) to provide fitnds to emergency <br />first responders to improve interoperable emergency communications, including <br />communications in collective response to natural disasters, acts of teiYOrism, and other <br />man-made disasters, by specifically providing funds for the creation of plans, protocols <br />and procedures, hereinafter referred to as "the Grant". <br />B. The City desires to contract with an expert in the field of bringing the California <br />Statewide Interoperability Executive Committee (CaISIEC) Southern Planning Area <br />(SPA} initiative into compliance, as appropriate, with the California State <br />Communication InteroperabilityPlon, National Emergency Communication Plan and <br />related communication interoperability national best practices and lessons learned. <br />C. Consultant represents that they have the necessary skills and experience to provide <br />assistance in developing such public safety interoperable communications. <br />D. Consultant has submitted a Proposal which identifies the scope, tasks and general time <br />lines for providing the services and the costs thereof. <br />E. In undertaking the performance of this Agreement, Consultant represents that it is <br />knowledgeable in its field and that any services performed by Consultant under this <br />Agreement will be performed incompliance with such standards as may reasonably be <br />expected from a professional consulting firm in the field. <br />NOW TIIEREFORE, in consideration of the mutual and respective promises, and subject to the <br />terms and conditions hereinafter set forth, the parties agree as follows: <br />1, SCOPE OF SERVICES <br />Consultant shall provide Administrative Planning Support, Professional Staff <br />Planning Support, and Technical Planning Support as required to the Southern Planning Area <br />in accordance with Consultant's Proposal, attached hereto as Exhibit A, and incorporated by <br />reference. All services required hereunder shall conform in all respects to standards for such <br />public safety interoperable communications development issued by the U.S. Department of <br />Homeland Security. <br />Page 1 of 8 <br />
