GTSI-09-11453 v4.0 <br />The planning, writing and development of the plan will require the direct coordination and <br />contact between the consultant, the Riverside UASI, agencies within the Riverside UASI, and the <br />two Operational Areas (Riverside and San Bernardino). <br />The consultant will also ensure that the data necessary for entry into the CASM Database will <br />reflect the Riverside UASI, and the two Operational Areas. The Contractor will assist the <br />Riverside UASI as necessary in the development and writing of TICP related governance <br />structures, SOPS and MOUs to complete the regional TICP and ensure that interoperability <br />resources are entered into the CASM Database. Contractor deliverables will include a DHS <br />compliant TICP for the Riverside UASI and the two Operational Areas. <br />Provide Technical Planning Support to the Inyo, Mono, Riverside, San Bernardino, San <br />Luis Obispo, Santa Barbara, and Venture Operational Areas <br />The State of California has required that all California Operational Areas (a County and all of its <br />political subdivisions) be covered under a Tactical Interoperable Communications Plan (TICP), <br />and to enter their interoperability resource inventory information into the CASM Database in <br />order to be eligible for future Homeland Security Grant funds. In 2006, plans were developed <br />and approved under the UASI program to cover the jurisdictions in Los Angeles, Orange, and <br />San Diego Counties (Imperial County is included in the San Diego Urban Area TICP). <br />The Inyo, Mono, Riverside, San Bernardino, San Luis Obispo. Santa Barbara, and Ventura <br />Operational Areas are developing TICPs. <br />The Contractor will be required to assist these Operational Area organizations as required <br />(including the development of TICP related governance structures, SOPS and MOUs) to <br />complete their TICPs and ensure their interoperability resources are entered into the CASM <br />Database. <br />Provide Technical Planning Support to Tribal and Non-Governmental Entities to Facilitate <br />Interoperable Communications with Public Safety Agencies <br />The consultant will assist tribal and nongovernmental entities in identifying interoperable <br />communication pathways and solutions to facilitate communications with public safety agencies. <br />Provide Technical Planning Support to Develop End User Interoperable Communications <br />Training Curriculum <br />• Working with the State of California's staff who will be addressing training gaps at the <br />statewide and regional levels, identify existing interoperable communications training <br />programs for end users (first responder and communications center personnel) within the <br />Planning Area and develop curriculum to address training gaps. <br />• Working with the State of California's staff, develop, administer, and evaluate exercises <br />to validate regional agreements and SOPS. <br />_q' <br />GTSI Conftdentia! and Proprietary.
