Will the proposed use comply with the regulations and conditions <br /> specified in Chapter 41 for such use? <br /> The proposed check cashing business does not meet several of <br /> the development standards specified in Chapter 41 of the Santa <br /> Ana Municipal Code including: lot size, parking, building <br /> setbacks, landscaping and separation requirements for check <br /> cashing facilities in the commercial zone. Variances from each <br /> of these standards will be required in order for the project to <br /> comply with Chapter 41 of the Municipal Code. <br /> E. Will the proposed use adversely affect the General Plan or any <br /> specific plan of the City? <br /> The granting of the variance will adversely affect the City's <br /> General Plan by opposing several of the General Plan Land Use <br /> policies, including Policy 2.2 by allowing an additional <br /> conditionally permitted use in an area which is already <br /> accommodated by an adequate amount of banking services. <br /> Additionally, the approval of this variance and subsequent <br /> conditional use permit will oppose Land Use Policy 2.9 which <br /> supports developments that create a business environment that <br /> is safe and attractive, while check cashing facilities have <br /> been known historically to be locations of illicit activity. <br /> 31 A-30 <br /> <br />
