parks, schools, and shopping centers where families and children are most likely to <br />congregate. <br />Activities: <br />• Identify locations within the City that have experienced an increase in drug activity. <br />• Identify the days of the week and hours in which law enforcement has experienced <br />the highest number of drug related calls or suspect contact. <br />• Deploy a marked patrol K -9 Narcotic Detection unit with patrol emphasis on the <br />areas and times previously identified. <br />• Utilize the K -9 Narcotic Detection unit for use in Drug Education programs offered <br />by the Orange County Sheriffs Department. <br />Quantifiable Performance Measures <br />Maintain statistics of enforcement in targeted areas to provide the following measures: <br />• Percent change in number of arrests for drug sales, possession, use of, or being <br />under the influence of drugs in targeted areas. <br />• Percent change in calls for service within the target area for narcotic activity. <br />Timeline or proiect plan: <br />Once funding is obtained from the JAG grant program, electronic equipment will be <br />purchased and installed by agreement with Orange County Communications and the <br />Orange County Sheriffs Department. The K -9 has already been obtained and is currently in <br />the process of certification with its handler. Once training is completed and the necessary <br />equipment has been installed on the patrol unit, the team will be deployed. We anticipate <br />training certification will be completed within 2 months. <br />Funding: <br />Total Allocation: $16,007 <br />PROACT Contribution: $0.00 <br />Administrative Fee (9.0 %): $1,440.63 <br />Funds Retained by City: $14,566.37 <br />2009 -F 1801 -CA -SB Page 7 of 61 <br />
