County: <br />The Orange County Sheriffs Department proposes to use the 2009 Justice Assistance <br />Grant funding as follows: <br />Project Objectives #1 (Must be linked to meaningful and measurable outcomes consistent <br />with the goals of the Recovery Act; refer to solicitation) <br />• Vehicle mishaps continue to be the most prevalent cause of peace officer mortality in <br />the line of duty. In a continuing effort to provide the best possible training for police <br />officers and increase public safety we pose to purchase a Skid Car System. <br />Goals #1: <br />• To significantly lower the levels of risk for all during emergency vehicle operation <br />• To provide individualized attention in emergency vehicle operation as needed <br />• To reduce injuries and death to officers <br />• To reduce injuries and death to citizens <br />• Develop superior driving knowledge to avoid situations that require superior driving <br />skills <br />• To minimize hazards to the public during police responses in emergency vehicles <br />• Enhance officers sound decision making while operating an emergency vehicle under <br />elevated stress <br />Activities #1: (which can be started and completed expeditiously, and in a manner that <br />maximizes job creation and economic benefits) <br />New Technology <br />• This new technology will enable law enforcement to achieve required learning <br />objectives which were previously only achieved at higher speeds in a much higher <br />risk environment <br />• Officers will develop a proactive skill set which will enable them to maintain stability <br />of a vehicle in a high stress environment while experiencing very low risk <br />• Officers will develop a proactive skill set to avoid the causes of front and rear wheel <br />skids <br />• Officers will develop a reactive skill set to employ the cures of front and rear wheel <br />skids <br />• Officer will be able to identify and maintain a proactive driving line while cornering <br />• Officer will be able to identify and employ defensive driving concepts <br />• Officer will be retrained on basic vehicle dynamics <br />• Startup, operation and maintenance of a Skid Car System entail direct purchases from <br />an American company. Inherent to these purchases is the contribution to saving jobs. <br />This activity saves and creates jobs with optimal staffing for the conduct, maintenance <br />and support of this activity set at seven personnel with a minimum staffing of five <br />2009- F1801 -CA -SB Page 3 of 61 <br />
