both quantitative and qualitative, and will allow for an objective assessment of an alternative's <br />ability to address the corridor mobility problem and the purpose and need for the project, as well <br />as provide for comparison between alternatives. The goals, objectives, and evaluation criteria <br />developed in coordination with the City and other project participants will be further refined, as <br />necessary, to reflect input from the community as part of project scoping in Task 4 <br />Using the Mobility Problem Definition as a guide, the Cordoba team will develop Goals and <br />Objectives for the study process. The Goals and Objectives should be developed in a manner <br />that permits the comparative evaluation of the alternatives against the Goals and Objectives. <br />Specific goals should be developed for the Corridor and be consistent with the Go Local criteria <br />including, but not limited to, the following: <br />• Mobility improvement <br />• Operating efficiencies <br />• Cost effectiveness <br />• Transit -supportive land use policies and conditions <br />• Population density and ridership in the corridor <br />• Local financial commitment <br />• Financial feasibility <br />• Equity <br />• Environmental benefits <br />• Public acceptance <br />• Other factors <br />The Cordoba team will develop objectives as more specific statements of desired approaches to <br />attain each goal. The Cordoba team will also develop evaluation criteria, which would be <br />quantitative or qualitative measures of the degree to which a given alternative would fulfill these <br />goals and objectives. It is anticipated that an average of two to three objectives as well as two <br />to three evaluation criteria will be developed for each goal. <br />Additional goals may also be developed through input received from the scoping process. We <br />will identify Goals and Objectives for the study corridor so that an approach and method can be <br />developed for alternatives assessment along with community stakeholder review during Project <br />Scoping. <br />Based upon the Goals and Objectives, the Cordoba team will develop evaluation criteria and an <br />Analysis Methodology Report to be used in evaluating the various alternatives for the study <br />corridor. The evaluation criteria will enable a valid measurement of the alternatives and the <br />determination of a locally preferred alternative. The evaluation criteria may be quantitative and <br />qualitative, and contain measures that allow for assessment of an alternative's ability to address <br />the identified transportation problem in the study area. The Analysis Methodology Report will <br />include applicable input received during the scoping process. <br />8 1 gage <br />
