Task 4.3 Proiect Scopinq Meetinas <br />The Cordoba team shall provide technical support to the City of Santa Ana and public outreach <br />lead in their efforts to organize and conduct an Agency Information and Scoping Meeting for the <br />purpose of soliciting comments and input for the AA Study and following environmental studies. <br />Presentation materials shall be prepared summarizing the Corridor Mobility Problem and <br />identifying the Corridor -wide Alternatives proposed for consideration in the AA Study. The <br />purpose of this meeting shall be to inform the public about the study, solicit input on the <br />alternatives to be considered and identify issues and areas of concern that will need to be <br />addressed. Minutes shall be recorded and documented as a part of the AA and environmental <br />planning effort. Ongoing coordination shall be maintained and documented with key resource <br />agencies throughout the study, based on issues and concerns identified in the Project Scoping <br />meeting. <br />The Cordoba team will be responsible for the preparation of Project Scoping presentation <br />materials and insuring that key staff members are present at the Scoping meeting and available <br />to interact with the public and provide information about the studies. <br />Deliverable(s) - Project Scoping Presentation Materials; and technical input to the Project <br />Scoping Report documenting the draft Purpose and Need Corridor Wide <br />Alternatives and technical considerations as well as recommended <br />approaches to incorporate comments received into the ongoing alternatives <br />assessment and environmental process <br />Task 4.4 Initial Screening of AA Study Alternatives <br />Using presentation materials prepared for the Scoping meeting and the comments received at <br />the Scoping meeting, the Cordoba team will revise, supplement and/or modify the Corridor -wide <br />Alternatives proposed for evaluation that were identified in Task 4.1. As described in Task 4.1, <br />we will prepare a conceptual level definition for each alternative (up to five build alternatives) <br />suitable for initial screening. <br />Using evaluation criteria that were developed in Task 3 and that are also consistent with New <br />Starts criteria and OCTA criteria, the Cordoba team will subject this initial set of alternatives to a <br />multidisciplinary technical review to elicit evaluative information on their relative benefits, costs, <br />and impacts at a screening level of analysis. The evaluative information developed during <br />screening will be used to provide the technical rationale for narrowing the range of alternatives <br />for more detailed study to be conducted in the AA/DEIS/DEIR. In adherence to AA and <br />environmental guidelines, the Baseline (or No Build) Alternative and the TSM (or Best Bus) <br />Alternative must be carried forward. This means that the bulk of the technical effort for Initial <br />Screening will focus on making choices among the build alternatives and alignments. The <br />desired outcome of Initial Screening will be to select the two build alternatives that best address <br />the project's purpose and need so that the work conducted in the travel demand forecasting, <br />conceptual engineering, and environmental document phases can be focused on generating the <br />project details that are critical to crafting a successful and workable project. <br />The Cordoba team will document the screening analysis in a format that clearly communicates <br />key results.
