The Cordoba team will give careful consideration to the design and planning of station locations, <br />so that pedestrian and visual orientation to local landmarks and the City of Santa Ana system <br />are clearly identified and encouraged. We will also give careful attention to visual quality <br />considerations to any proposed surface, or elevated alignment alternatives, such that potential <br />major view corridors or vistas are preserved or encouraged. Potential transit oriented <br />development utilizing air rights along an alignment will be considered comprehensively, as part <br />of an effort to address visual quality concerns. Design guidelines and recommendations found <br />in FHWA's Pedestrian Safety Guide for Transit Agencies, Crime Prevention through <br />Environmental Design, and AADAG guidelines will be followed. <br />The Cordoba team will develop architectural renderings, plans, sketches, high-quality photo <br />simulations, etc. as part of this work effort. The urban design plan will be used to supplement <br />the alignment and station site layout, access and linkage to community centers and joint <br />development opportunities. In addition, the costs associated with the urban design elements <br />will be included in the capital cost estimates. <br />Deliverable(s) - Urban Design Concept Report; Urban Design concepts for each station; high- <br />quality renderings and simulations <br />TASK 7.0 ALTERNATIVES ANALYSIS STUDY REPORT & RECOMMENDATIONS <br />The work products of tasks 4, 5, 6, 9 and 10 will provide the necessary components of an <br />overall Alternatives Analysis Study Report that can be circulated for public review and taken to <br />the City of Santa Ana Planning Commission and City Council, and OCTA Board of Directors for <br />use as a decision-making document. This document will be used to support a staff <br />recommendation for two actions by the City of Santa Ana City Council and OCTA Board of <br />Directors: <br />• Adoption of a Preferred Investment Strategy for the Santa Ana Guideway <br />• Adoption of a Locally Preferred Alternative (LPA) <br />The Preferred Investment Strategy that is recommended for adoption will need to address the <br />transit mobility needs of the overall corridor, support the City's development and redevelopment <br />plans with acceptable levels of impacts, but also be within the financial capacity of the City of <br />Santa Ana and OCTA to construct and operate. <br />Task 7.1 Alternatives Analysis <br />The Reduced Set of Alternatives that result from the Initial Screening of alternatives will be <br />analyzed in more detail in terms of their physical design (Task 6), mobility benefits and ridership <br />(Task 5), environmental and community impacts (Task 10) and capital and Operating and <br />Maintenance costs (Task 6). The ability to fund these capital and Operations and Maintenance <br />costs will be assessed in the financial analysis (Task 9). As stated earlier, the scope is based <br />upon analysis of up to four (4) alternatives in the Reduced Set that includes; a No Build, a Bus <br />Alternative, and up to two (2) Fixed Guideway Alternatives. <br />The Cordoba team will develop the analytic framework for the alternatives evaluation step such <br />that it leads to a sustainable decision. The Reduced Set of Alternatives will be assessed using <br />the evaluation criteria developed in Task 3, which will compare the benefits, impacts and costs <br />of the alternatives using both quantitative and qualitative measures that are tied to the project <br />201 P a a e <br />
