Consultant Selection Go Local Program <br />August 3, 2009 <br />Page 2 of 3 <br />The URS and DEA firms have extensive successful experience in <br />implementing similar transit projects such as the Portland Streetcar, as <br />well as its extensions to the Pearl and Waterfront District. The scope <br />of work for the team of consultants includes: <br />• Project Management <br />• Planning and Alternative Analysis <br />• Environmental Technical Studies <br />• Conceptual Engineering <br />• Funding and Financing Strategies <br />A Peer Review Teem (PRT) selected by the City and reporting directly to <br />the City will serve as the advisor <br />providin Y group to the team of consultants, <br />g process and technical support for the development <br />Local Project. A cost breakdown of the Step 2 of the Go <br />expenditures (Exhibit 1) <br />and the organizational chart of the Cordoba Team (Exhibit 2) are <br />included. Exhibit 3 identifies the related experience of Cordoba and <br />its team of consultants. The City will be entering into separate <br />agreements with members of the PRT within two months in an amount not to <br />exceed $25,000 each. The PRT members are: <br />• Rick Gustafson, Director of Portland Streetcar <br />rivate <br />• Ethan Melone, Project Manager, City of Seattle' Streetcarnonprofit <br />• Shellie Ginn, Project Manager, Tucson Department of Transportation <br />In addition, OCTA will also participate in <br />Of consultants. The cost Peer review with its own team <br />proposal submitted by the Cordoba Corporation <br />and its team of consultants is within the <br />City for the Step 2 Analysis. The parametersestablished by the <br />funding for other costs associated with pthisd fee would allow sufficient <br />project, including: <br />• City staff charges <br />• City's Program Transit Manager (CKC, Inc.) <br />• Peer Review Team and Technical Support <br />• Public Outreach Consultant <br />• Optional task to meet Federal Transit Administration Program <br />funding requirement g <br />It will take approximately 24 months to complete the Ste 2 <br />including certification of the environmental document.
