Set Public Hearing For <br /> CONTINUED TO <br /> ~ FILE NUMBER <br /> CITY MANAGER <br /> RECOMMENDED ACTION <br /> Direct the City Attorney to prepare and authorize the City Manager and <br /> the Clerk of the Council to execute an agreement with Otis Elevators for <br /> preventive maintenance for a two-year period with options for two one- <br /> year renewals, in the annual amount not to exceed $60,880. <br /> DISCUSSION <br /> The Santa Ana Police Administration and Holding Facility was completed in <br /> 1996. The facility operates eleven elevators in a 24-hour, 7-days-a-week <br /> environment. In order to comply with regulations from The State of <br /> California Department of Industrial Relations, Division of Occupational <br /> Safety and Health(Cal OSHA, regular preventive maintenance and periodical <br /> testing is necessary Cal-OAHA inspects all elevators and escalators at <br /> least once a year. Upon successful inspection, a Conveyance Permit for <br /> each piece of equipment is issued. <br /> Elevators can be serviced only by specifically trained and certified <br /> elevator operator technicians. The service contracted for includes: <br /> regular lubrication, adjustment and replacement of all major and minor <br /> <br /> parts, prompt and efficient repair of elevator trouble, as well as the <br /> rewind of burned motors and replacement of electric coils. <br /> On October 1, 2009, requests for proposal were mailed to five vendors. <br /> <br /> Two proposals were received and evaluated for technical expertise, <br /> strength of the firm, proposal completeness, references submitted, and <br /> labor cost. The proposal from Otis Elevator, the current service provider <br /> <br /> and the vendor who submitted the proposal with the lowest labor cost, was <br /> responsive and meets the City's requirements. A contingency of $10,000 is <br /> included for responding to state-mandated adjustments and unforeseeable <br /> <br /> repair costs. <br /> 25C-1 <br /> <br />
