ATTACHMENT A <br /> County: Orange <br /> The County of Orange proposes to use the 2009 justice Assistance Grant funding as <br /> follows: <br /> Proiect Objectives (Type of programs to be funded and need for the programs; refer to <br /> solicitation) <br /> Methamphetamine and other narcotic trafficking continue to be an increasing problem. <br /> Due to its proximity to Mexico, California remains the primary source state for <br /> methamphetamine shipped by Mexican drug trafficking organizations to other parts of the <br /> United States. The increase in methamphetamine trafficking from Mexico to the United <br /> States poses an immediate need for an increase in highway interdiction to identify and <br /> arrest methamphetamine traffickers. Major highways, such as Interstate 5, are used for <br /> trafficking methamphetamine from Mexico through Orange County. <br /> Through Ca1MMET funding, the Orange County Sheriffs Department developed a Domestic <br /> Highway Enforcement Team (HIT) to concentrate on disrupting methamphetamine and <br /> other narcotic trafficking into Orange County. <br /> HIT consists of two uniformed Sheriffs Deputies and one narcotics canine. In addition to <br /> patrolling in marked units and functioning as a Domestic Highway Enforcement Team, they <br /> assist the other task forces in combating the ongoing problem of methamphetamine <br /> production and trafficking in Orange County. Since 2007, the Domestic Highway <br /> Enforcement Team has realized phenomenal successes in combating methamphetamine <br /> and other narcotics trafficking in Orange County. <br /> The California State budget crisis has resulted in a nearly 50% reduction in Ca1MMET <br /> funding for this program. This additional JAG funding will assist in continuing the goals <br /> and objectives of this program. <br /> Specifically, these funds will be used for overtime expenses incurred by the front line <br /> officers involved in this program. The overtime will expand the effectiveness of the <br /> program and allow interdiction enforcement at varying hours of the day. In addition, the <br /> overtime hours will allow these officers the flexibility to assist other task forces/agencies <br /> in combating methamphetamineand narcotic trafficking. <br /> Goals o~the project: <br /> Specific goals of this project include: <br /> Target methamphetamine manufacturers and traffickers who produce or sell <br /> significant quantities of methamphetamine, including precursor trafficking; disrupt <br /> and dismantle their clan lab organizations (manufacturing and distribution). <br /> <br /> 2009- DJ-BX-0033 Page 3 of 27 <br /> 20A-10 <br /> <br />
