ATTACHMENT A <br /> City: Garden Grove <br /> The City of Garden Grove proposes to use the 2009 Justice Assistance Grant funding <br /> as follows: <br /> Project Obiectives (Type of programs to be funded and need for the programs; refer to <br /> solicitation) <br /> The Garden Grove Police Department has one of the lowest number of officers per capita of <br /> any city its size in California. This problem will only get worse as the City's population <br /> continues to increase. Unfortunately, the Garden Grove's current financial condition <br /> prohibits the Department from hiring additional personnel. The Department, to fulfill its <br /> ever-increasing demand for officers, must develop alternative solutions to increase officer <br /> time in the field without hiring additional Personnel <br /> Goals of the proiect: <br /> Create operational efficiencies in Patrol that would generate the equivalent productive <br /> hours of up to seven additional Police Officers that could be used to augment patrol <br /> operations. <br /> Strategies to be used for proiect: <br /> Contracting out jail services allows the Police Department to concentrate much more of its <br /> efforts on community safety instead of expending energy and resources on jail operations. <br /> The jail contract allows sworn police officers to process arrestees and return to their field <br /> duties in as little as 15 minutes. This in turn will increase their availability to handle <br /> additional calls for services. <br /> Quantij'<able Performance Measures: (Established by the agency to assess whether grant <br /> objectives are being met; refer to solicitation) <br /> The hours saved will be calculated by multiplying the number of arrestees processed in the <br /> jail by the average time saved by officers not having to process and transport the prisoner <br /> themselves. <br /> <br /> 2009- DJ-BX-0033 Page 12 of 27 <br /> 20A-19 <br /> <br />
