FILE NUMBER <br /> CITY MANAGER <br /> RECOMMENDED ACTION <br /> Authorize the City Manager and Clerk of the Council to execute the <br /> attached legal services agreement with the law firm of Atkinson, <br /> Andelson, Loya, Ruud & Romo to provide special labor negotiator and <br /> related legal services on behalf of the Personnel Services Agency. <br /> I <br /> DISCUSSION <br /> Continuing budgetary pressures place extraordinary demands upon the <br /> resources of the management staff regarding labor negotiations and other <br /> meet and confer responsibilities under State labor law. With the loss <br /> of staff, it has become necessary to seek outside assistance of a <br /> specialized labor negotiator. <br /> Ms. Irma Rodriguez Moisa of the Cerritos-based Atkinson, Andelson, Loya, <br /> Ruud & Romo, a highly-regarded labor law specialist with extensive <br /> experience under Meyers- Millias-Brown (the State public sector labor <br /> relations statute), will be lead counsel for the firm. Working under <br /> the general direction of the City Attorney and the Executive Director of <br /> Personnel Services, Ms. Moisa will assist city staff in on-going <br /> negotiations with the various city employee bargaining units, The hourly <br /> rate for Ms. Moisa and other members of the firm will be $275.00 per <br /> hour. This rate is competitive with the fees the City is paying to other <br /> public sector law firms. <br /> 251-1 <br /> <br />
