Authorize the City Manager and Clerk of the Council to execute the <br /> attached agreement with Kimley Horn and Associates, subject to non- <br /> substantive changes approved by the City Manager and City Attorney, <br /> to provide engineering services for the preparation of a <br /> transportation system improvement area fee study, in the amount not <br /> to exceed $400,000. <br /> 2. Approve an appropriation adjustment recognizing $75,000 in <br /> unanticipated prior years Area E Fund 34 revenue and appropriate the <br /> same amount to the New Transportation System Improvement Area E <br /> (account no. 03417660-66220). <br /> DISCUSSION <br /> In 1982, the City began assessing a transportation system improvement <br /> area (TSIA) fee on land development projects to mitigate level of <br /> service traffic impacts related to the developments. The monies <br /> collected help to fund capacity improvement and traffic safety projects. <br /> The current TSIA fee rates are assessed on a per square foot basis and <br /> vary based on type of use - single family residential, multiple family <br /> residential, and nonresidential. Single family and multiple family rates <br /> are assessed consistently throughout the City at $1.80 and $1.10 per <br /> square foot, respectively, whereas the nonresidential rate varies from <br /> $1.81 to $5.53 per square foot depending on the location. <br /> The current TSIA fee rates were established in 1993 based on projected <br /> land development and the costs for anticipated capacity improvement <br /> <br /> projects. The rates have remained constant since that time. With the <br /> significant increase in costs for right of way and construction since <br /> the last increase, it is recommended that we undertake a study the TSIA <br /> fee rates. <br /> 25C-1 <br /> <br />
