Set Public Hearing For <br /> CONTINUED TO <br /> i'~~' FILE NUMBER <br /> CITY MANAGER <br /> RECOMMENDED ACTION <br /> Adopt a Resolution - Adopting revised Orange County Taxi Administration <br /> Program Regulations. <br /> DISCUSSION <br /> The Orange County Taxi Administration Program was established in 1998 as a <br /> voluntary association comprised of the 34 Orange County cities. The <br /> purpose of the program is to coordinate taxi service consistent with <br /> Government Code §53075.5, which requires every city and county to protect <br /> the public health, safety and welfare of persons utilizing taxi services. <br /> The program is self-funded and managed by the Orange County Transportation <br /> Authority that also monitors the collection of fees from the taxi <br /> companies and drivers. The program relieves the administrative burden on <br /> individual cities and eliminates the duplication for taxi companies and <br /> drivers requesting permits in multiple cities. In addition, the Orange <br /> County Taxi Administration Program establishes uniform regulations for <br /> insurance, equipment, mechanical conditions and taxi fares. <br /> The Orange County Transportation Authority is requesting that all <br /> participating cities adopt the proposed regulation changes. The revisions <br /> being considered for adoption provide for enhanced insurance coverage, <br /> Livescan screening by the California Department of Justice, deletion of <br /> interim operating permits and up-to-date driver photographs. The <br /> revisions will also ensure that minor vehicle repairs are completed within <br /> 10 business days and it reforms service standards related to providing 24- <br /> hour dispatch service, credit card payments, enhanced dispatch record <br /> keeping and enactment of a formal complaint policy. <br /> Fiscal Impact <br /> There is no fiscal impact associated with this action. <br /> 55C-1 <br /> <br />
