EXHIBIT A-1 <br /> Fair Housing Council of Orange County <br /> Regional Analysis of Impediments to Fair Housing <br /> Scope of Work <br /> Progress Report <br /> This Work Task includes an assessment of the progress made in eliminating or ameliorating the <br /> regional impediments identified in the 2005 AI. The private and public impediments included the <br /> following: <br /> Private Impediments <br /> 1. Population and local government cannot differentiate between housing provision vs. <br /> discrimination. <br /> 2. Housing industry discrimination: zoning, insurance, appraisals, advertising. <br /> 3. "Color" blind policy causes disparate impact (i.e., credit scores in determining a persons <br /> insurability and occupancy restrictions. <br /> 4. Employer lack of supports results in segregated housing. <br /> 5 High loan denial rates are x3 among upper income Blacks and X2 for equally situated <br /> Hispanics. <br /> Public Impediments <br /> 6. CRA funds are not targeted in ways assisting low-income persons and neighborhoods in <br /> home ownership and financial stability. <br /> 7. Some jurisdictions underestimate the extent of discrimination; therefore, reducing or not <br /> paying fair share of services provided by OCFHC. <br /> Communi Outreach <br /> Three community outreach meetings will be conducted in order to obtain resident input on fair <br /> housing concerns. The meetings will be held in middle to late January 2010. The community <br /> outreach meetings will be held in three different locations within the region in order to attract <br /> residents from as many jurisdictions as possible. <br /> Community Profile <br /> This Work Task will include an update of the tables and analysis contained in Sections 2, 3, 4 and <br /> 5 of the 2005 AI. Attachment A describes the tables that will be updated, as well as the data <br /> sources, for each Section. The key data sources include Census 2000, CHAS, California <br /> Department of Finance and the 2006-2008 American Community Surveys. Attachment B lists of <br /> the cities covered by the American Community Surveys. <br /> <br /> The 2006-2008 and 2008 American Community Surveys will be used to update data on <br /> characteristics that relate to the protected groups including the following: <br /> ¦ Disabled <br /> ¦ Race <br /> • Hispanic or Latino and Race <br /> ¦ Families with Children <br /> ¦ Speak English Less than Very Well <br /> 3 <br /> 25F-5 <br /> <br />
