Section 4. The City Council of the City of Santa Ana hereby authorizes and directs <br />the City Manager and/or the Chief of Police to execute and submit all documents and <br />take any necessary action, for and on behalf of the City of Santa Ana, a public entity <br />established under the laws of the State of California, for the purpose of obtaining state <br />financial assistance provided by the California Office of Traffic Safety. <br />Section 5.
