Set Public Hearing For <br /> ` ~ CONTINUED TO <br /> ~~~".r.-~ FILE NUMBER _ <br /> CITY MANAGER <br /> RECOMMENDED ACTION <br /> Authorize the City Manager and Clerk of the Council to execute the <br /> attached agreement with CPC Powertec, Inc. for water system programming <br /> and engineering services in the not-to-exceed amount of $55,000 subject <br /> to nonsubstantive changes approved by the City Manager and City Attorney. <br /> DISCUSSION <br /> The City's water production facilities are controlled by a state-of-the- <br /> art Supervisory Control and Data Acquisition (SCADA) System. This system <br /> was upgraded in 2007 with new controllers at 35 facility locations. <br /> Critical facilities controlled by this system include pump stations, <br /> wells, reservoirs, and valve stations. <br /> To insure uninterrupted operation of these critical facilities, City <br /> staff must oversee the programming, repair, and replacement of system <br /> components. These major components include switchgears, motor control <br /> centers, programmable logic controllers, and main control panels. Due to <br /> the highly technical and complex nature of this work, an outside <br /> consultant is sometimes required to assist City staff with these <br /> activities. <br /> CPC Powertec, Inc. has designed and programmed many of the major control <br /> system components currently in service at City water production <br /> facilities. They have an excellent understanding of the control system <br /> logic used in the current SCADA system. They possess unique knowledge <br /> required to assist City staff in the repair, programming, and replacement <br /> of these facilities. <br /> The proposed agreement will allow staff to consult with CPC Powertech, <br /> Inc. on an as-needed basis.
