All volun#eer palm seedlings must be removed that are growing within the streets, <br /> parkways, or setback dedicated areas. <br /> i.09 UNACCEPTABLE PRUNING <br /> The following procedures, or others that will result in tree decline, are not allowed (storm <br /> damage and other extenuating circumstances exempted): <br /> a. Severe cutting back of alI growing tips usually referred to as topping, pollarding, or hat <br /> racking. <br /> b. Flush cutting where a cut is made even with the surface of the trunk or limb, removing the <br /> branch collar and branch bark ridge. <br /> c. Stub cutting where branch removal results in the base of branch removed protruding more <br /> than approximately one fourth (1/4) inch beyond the zone of branch collar and branch bark <br /> ridge. <br /> d. Removal of a healthy main Ieader, for reasons other than power line clearance. <br /> e. Excessive cutting or lifting that exceeds the International Society of Arboriculture or <br /> SAPRF standards. <br /> I.10 DAMAGE TO PUBLIC OR PRIVATE PROPERTY <br /> Should any structure or property be damaged during the tree pruning operations, the persons <br /> conducting the work shall immediately notify the proper owners and an authorized SAPRF <br /> representative. Repairs to property damaged by the responsible party shall be made within <br /> forty-eight (48) hours, except utility lines, which shall be repaired the same working day. <br /> Repairs on private property shall be made in accordance with the appropriate building code <br /> under permits issued by the City of Santa Ana. Any damage caused by the Con#ractors <br /> employees shall be repaired or restored by them at #heir expense #o a condition similar or equal <br /> #o that existing before such damage or injury, or they shall repair such damage in a manner <br /> acceptable to the Ci#y of Santa Ana and/or SAPRF. Special attention is drawn to sprinkler <br /> systems in City landscapes and the need to avoid damage. All damage to irrigation systems <br /> shall be repaired as soon as possible at Contractors expense. <br /> 1.11 WORK PERFORMED ON PRIVATE PROPERTY <br /> No SAPRF contracted tree worker shall perform work upon private property without the <br /> written consent of the property owner and an authorized SAPRF representative. <br /> <br /> 1.12 PUBLIC SAFETY AND COOPERATION <br /> All tree work shall be conducted in a manner as #o cause the least possible interference with, or <br /> annoyance to others. Pedestrian and vehicular traffic shall be allowed to pass through the work <br /> areas only under conditions of safety and with as little inconvenience and delay as possible. <br /> Unless the work area is totally barricaded or otherwise kept safe, at least one worker shall serve <br /> to coordinate safe operatians on the ground at all times when work operations are in progress. <br /> a. Whenever larger tree sections are being cut in a treetop, which may endanger persons or <br /> property, such sections shall be secuz•ed by ropes and lowered safely to the ground in a <br /> controlled manner. <br /> 25C-142 <br /> <br />
