APPOINTMENT TO THE EMERGENCY SHELTER GRANT APPLICANT REVIEW <br />PANEL – Nancy T. Edwards <br /> <br />MOTION: Appoint two representatives to serve on the Emergency Shelter <br />Grant Fiscal Year 2010-2011 Applicant Review Panel. <br /> <br /> Commissioners Desi Reyes and Erick Plascencia volunteered to serve on <br />the Emergency Shelter Grant Fiscal Year 2010-2011 Applicant Review <br />Panel. Commissioner Jennifer Villaseñor volunteered as an alternate. <br /> <br />Chairperson Bist arrived and resumed the chair. <br /> <br />5. DEVELOPER SELECTION - INFILL SCATTERED SITES – Shelly Landry-Bayle <br /> <br />Mark Korando spoke on behalf of Habitat for Humanity of Orange County and invited the <br />Commissioners to tour the Habitat project in Yorba Linda. <br /> <br />Todd Cottle spoke on behalf of Orange Housing Development Corporation and C&C <br />Development and invited the Commissioners to the Learning Center Opening <br />(Townsend), at 4:30 p.m. on December 2. <br /> <br />In written communication, Jose Rea, on behalf of the Madison Park Neighborhood <br />Association, requested to defer the decision on the areas of E.
