Hondo Company, Inc. submitted a bid <br /> that did not have the required license. Pacific Aquascape, Inc. (PAI) submitted a qualifying <br /> statement with their bid, which modifies the advertised bid documents and therefore, PAI's bid is <br /> not responsive. The lowest bid was submitted by South Coast Pool Plastering, Inc., for $249,600, <br /> which is below the Engineer's estimate of $300,000. <br /> ENVIRONMENTAL IMPACT <br /> Environmental Review No. 2010-18 has been completed and the Categorical Exemption will be <br /> filed upon Award of contract pursuant to the California Environmental Quality Act. <br /> FISCAL IMPACT <br /> The funding analysis shows a total estimated construction cost of $312,000, for the project (Exhibit <br /> 2).
