Authorize the City Manager to execute a Neighborhood Stabilization Program 2 (NSP 2) <br /> contract with the U. S. Department of Housing and Urban Development for grant funds in the <br /> amount of $10,000,000. <br /> 2. Approve an Appropriation Adjustment recognizing $10,000,000 in Neighborhood Stabilization <br /> Program 2 grant funds and appropriating the same. <br /> 3. Authorize the City Manager and the Clerk of the Council to execute an agreement for the <br /> implementation of the Neighborhood Stabilization Program 2 in the amount of $9,000,000 <br /> plus program income with: <br /> . ANR Industries, Inc. <br /> Orange Housing Development Corporation and C & C Development <br /> 4. Approve an Appropriation Adjustment recognizing Neighborhood Stabilization Program 1 <br /> (NSP1) program income funds and appropriating the same. <br /> 5. Authorize the City Manager and the Clerk of the Council to execute an amendment with ANR <br /> Industries, Inc. for implementation of the single family and Historic Condo components of the <br /> Neighborhood Stabilization Program 1 to include program income, subject to non-substantive <br /> changes approved by the City Manager and City Attorney. <br /> 6.
