After further review of bidding documents and information <br /> provided by the bidders, staff concluded that the number of bid alternates in the bid documents <br /> may be unclear for the bidders. Therefore, staff recommends that all bids be rejected. Rejecting <br /> all bids and re-bidding with a revised bid package will provide clear directions to all contactors <br /> and will result a uniform and fair process for all.
