SITE ACCESS AND CIRCULATION <br /> Site Access III <br /> The entrance for the parking structure consists of one inbound and one outbound lane with gated <br /> entry and exit operation. The access is located on 3rd Street, approximately 120 feet west of the <br /> all-way stop-controlled intersection of 3rd Street and Ross Street. 3`d Street is a two-way divided <br /> street with one travel lane in each direction and a center two-way-left-turn lane. The structure <br /> entrance accommodates both right and left-turn movements for inbound and outbound traffic. <br /> Inbound left <br /> turning vehicles can stack in the two-way-left-turn lane while waiting to enter, if <br /> <br /> necessary, without blocking eastbound through traffic. Inbound right-turning vehicles have <br /> enough lane width to tum right into the driveway with minimal interference with westbound <br /> <br /> through traffic. <br /> Sight distance for the existing entrance location was evaluated. Outbound vehicles have a clear <br /> line of sight in both the eastbound and westbound direction on 3rd Street. The entrance is located <br /> 120 feet away from the stop-controlled intersection of 3`d Street and Ross Street. The stop control <br /> at the intersection provides outbound vehicles looking to the east adequate decision time to exit <br /> <br /> the structure onto 3`d Street. <br /> The parking structure is currently used for public parking, which is promoted with prominent <br /> signage at the entrance and at the southeast corner of the building on Ross Street. This signage <br /> should be replaced with new, prominent signage reading "Corinthian College Parking Only, No <br /> Public Parking, Permit Required". <br /> Parking Structure Circulation <br /> The parking structure is a four-story structure with asingle-loop ramp design. All drive aisles are <br /> two-way, and all parking is 90-degree. Drive aisles are 25 feet in width, which complies with city <br /> standards for two-way 90~iegree parking aisles. <br /> Pedestrian Circulation <br /> An entrance for pedestrians to the office building from the parking structure is located at the <br /> northeast corner of the first level. Stairs to the upper parking structure levels are provided at the <br /> southeast and northwest corners of the structure. The staircase on the southeast corner provides <br /> direct access to the street and Civic Center area, and the staircase on the northwest corner <br /> <br /> provides direct access to the proposed Corinthian College site. No elevator is provided in the <br /> parking structure.
