As Amended <br /> CONTINUED TO <br /> EXE UTIVE DIRECTOR <br /> RECOMMENDED ACTION <br /> Adopt a resolution to approve and submit the Five-Year Plan to the United States Department of <br /> Housing and Urban Development. <br /> COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br /> At its Regular Meeting of March 2, 2010, by a vote of 4-0 (Reyes absent), the Community <br /> Redevelopment and Housing Commission recommended that the Housing Authority adopt a <br /> resolution and submit the Five-Year Plan to the United States Department of Housing and Urban <br /> Development. <br /> DISCUSSION <br /> The U. S. Department of Housing and Urban Development (HUDj requires housing authorities that <br /> administer a Housing Choice Voucher (HCV) Rental Assistance program to have aFive-Year Plan <br /> (Exhibit 1). The purpose of the Housing Authority's Five-Year Plan is to advise HUD, program <br /> participants, and members of the public of its mission and strategy to serve the needs of very low- <br /> income families for the next five years. <br /> The Five-Year Plan provides detailed information about the current operations of the Housing <br /> <br /> Authority, including programs, participants, services for the upcoming five years, and any <br /> operational or tenant concerns. The Authority is required to review its existing operations and <br /> needs on a yearly basis with input from HCV program participants. A survey (Exhibit 2) was sent <br /> in November 2009 to participants living in the City in three languages: English, Spanish, and <br /> <br /> Vietnamese. Of 1804 surveys sent, 728, or 40 percent, were returned. <br /> <br />
