REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 5, 2010 <br />TITLE: <br />APPOINTMENT OF LABOR <br />REPRESENTATIVE TO THE <br />SANTA ANA WORKFORCE <br />INVESTMENT BOARD <br />i <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 15` Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Appoint Robert Tucker, Labor Relations Representative of the California School Employees <br />Association, as a labor representative on the Santa Ana Workforce Investment Board. <br />WORKFORCE INVESMENT BOARD RECOMMENDATION <br />At its regular meeting of March 12, 2010, by a vote of 20:0 (Claudio, Conway, De Leon, Lewis, <br />Maldonado, Metzler, Pina, Ruiz, Saldivar, Solkamans absent), the Workforce Investment Board <br />recommended that the City Council appoint Robert Tucker, Labor Relations Representative of the <br />California School Employees Association, as a labor representative on the Santa Ana Workforce <br />Investment Board. <br />DISCUSSION <br />On March 6, 2000, the Santa Ana City Council adopted a resolution establishing the Santa Ana <br />Workforce Investment Board and appointed 35 members. In accordance with the federal <br />legislation, a majority of the Board members and the Board Chair must come from the private <br />sector. The remaining Board members represent education, non - profit organizations, one -stop <br />mandated partners and local labor organizations. <br />There is currently one mandated labor representative seat vacant on the Board. The Orange <br />County Labor Federation is the only labor organization authorized to nominate labor <br />representatives locally and they have submitted a nomination letter highlighting Mr. Tucker's <br />qualifications (Exhibit 1). <br />13A -1 <br />
