<br />Agreement Number: <br /> <br />AGREEMENT FOR TRANSFER OR PURCHASE OF EQUIPMENT/SERVICES OR FOR <br />REIMBURSEMENT OF TRAINING COSTS <br />FOR FY2009 URBAN AREAS SECURITY INITIATIVE (UASI) <br /> <br />BETWEEN <br />THE CITY OF SANTA ANA <br />AND CITY OF BREA <br /> <br />THIS AGREEMENT is made and entered into this day of December, 2009, by and <br />between the CITY OF SANTA ANA, a municipal corporation (the "CITY"), and CITY OF <br />BREA (the "SUB-RECIPIENT" or "Contractor"). <br /> <br />WITNESSETH <br /> <br />WHEREAS, CITY, acting through the Santa Ana Police Department in its <br />capacity as a Core City for the Anaheim/Santa Ana Urban Area under the FY09 Urban <br />Areas Security Initiative, has applied for, received and accepted a grant entitled "FY <br />2009 Urban Areas Security Initiative" from the federal Department Of Homeland <br />Security - Office of Grants and Training, through the State of California Emergency <br />Management Agency, to enhance countywide emergency preparedness (the "grant"), <br />as set forth in the grant guidelines and assurances that are incorporated to this <br />Agreement by reference and located at: <br /> <br />http://www.ohs.ca.gov/pdf/FY09 _Fed_Guidance. pdf <br />http://www.ohs.ca.gov/pdf/FY09_HSGP_Supplement_ Guidance_final. pdf <br /> <br />Copies of the grant guidelines shall be retained in the Anaheim/Santa Ana <br />Grant Office. <br /> <br />WHEREAS, this financial assistance is administered by the CITY OF SANTA <br />ANA ("CITY") and is overseen by the California Emergency Management Agency <br />("Cal-EMA"); and <br /> <br />WHEREAS, this financial assistance is being provided to address the unique <br />equipment, training, planning, and exercise needs of large urban areas, and to assist <br />them in building an enhanced and sustainable capacity to prevent, respond to, and <br />recover from threats or acts of terrorism; and <br /> <br />WHEREAS, the Anaheim/Santa Ana Urban Area ("ASAUA") consists of 34 cities <br />in Orange County, including the City of Santa Ana and the City of Anaheim, the County <br />of Orange, including the unincorporated area of the County of Orange, Santa Ana <br />School Police, California State University, Fullerton, University of California, Irvine, and <br />the Orange County Fire Authority; and <br /> <br />WHEREAS, the Office of Grants and Training ("G& T") awarded a FY09 UASI <br />1 <br />
