Award a contract to Hardy and Harper, Inc., the lowest responsible bidder, in accordance with <br /> unit bid prices in the estimated amount of $2,777,000 for construction of Residential Street <br /> Repair Phase 13. <br /> 2. Approve a Funding Analysis with a total estimated construction cost of $3,387,900. <br /> DISCUSSION <br /> Phase 13, which is the area bounded by Edinger Avenue, Bristol Street, Warner Avenue, and <br /> Fairview Street, is part of the City's comprehensive plan to rebuild residential streets throughout <br /> the city. Some of the streets located in this area have been identified as a high priority for <br /> rehabilitation in the City's pavement management system. The pavement is deteriorating due to <br /> weather, age, and heavy usage. Additionally, some of the adjacent curbs, gutters, sidewalks, <br /> cross gutters, and curb ramps are in various states of disrepair and require replacement. <br /> The contract provides for recycling of asphalt pavement with the cement treated base <br /> reconstruction process or the cold-in-place recycling process, and replacing damaged concrete <br /> curbs, gutters, sidewalks, cross gutters, and curb ramps. Once completed, these improvements <br /> will enhance the ride quality, surface drainage, and visual appearance of the streets. <br /> The Notice Inviting Bids was advertised on March 17 and 19, 2010, and bids were opened on <br /> <br /> April 7, 2010.
