Set Public Hearing For <br /> SANTA ANA WORK CENTER <br /> ~ CONTINUED TO <br /> i = FILE NUMBER <br /> CITY MANAGER <br /> RECOMMENDED ACTION <br /> Authorize the City Manager and the Clerk of the Council to execute the attached amendment to <br /> the agreement with O'Reilly & Associates in the amount of $60,000 for a total agreement amount <br /> not to exceed $98,000, subject to non-substantive changes approved by the City Manager and <br /> City Attorney for consulting services relating to workforce training. <br /> DISCUSSION <br /> Since July 2008, the Santa Ana WORK Center has been one of twelve One-Stop Centers across <br /> the state that has operated as a learning lab to pilot a new Service Integration Model. While the <br /> new model has resulted in a significant increase in program enrollments, the system needs to be <br /> analyzed to identify areas of opportunity for improvement. <br /> On November 2, 2009, City Council approved an agreement with O'Reilly and Associates to <br /> assist WORK Center staff and its partners with applying Quality Management principles to its <br /> Integrated Service Delivery Model. O'Reilly worked with staff and developed a plan of action, <br /> which was presented to WORK Center management in April 2010. <br /> The action plan focuses on modifying seven key areas of the service model that will result in <br /> improved employment opportunities for Santa Ana's workforce. Areas of opportunity include, but <br /> are not limited to: business services, job search resources, assessments and space planning to <br /> <br /> facilitate services. Rapid Response funds will be used to enhance business services and <br /> Dislocated Worker funds will be used to enhance services for workers that have been laid-off. <br /> Staff recommends an amendment to the agreement with O'Reilly and Associates be approved for <br /> <br /> consulting services to assist in the plan's implementation. <br /> 25K-1 <br /> <br />
