Consolidated Five-Year Plan and Annual Action Plan <br /> May 3, 2010 <br /> Page 2 <br /> the survey itself were also mailed to 2,400 residents, community/business leaders, CDBG/ESG <br /> interest lists and Housing Authority participants. From October 15, 2009 to January 15, 2010, the <br /> Consolidated Plan and the survey were presented at numerous neighborhood association <br /> meetings, and laptops were available to enable residents to enter their survey responses online. <br /> Over 1,500 responses were received and used to identify resident and stakeholder priorities <br /> among needs that can be addressed with the City's federal grant funds. The proposed priorities <br /> are organized into five different goals relating to owner-occupied and renter-occupied housing <br /> needs, homeless needs, special needs populations, and community needs consistent with HUD <br /> guidelines. The objectives and strategies identified respond to those needs. <br /> The Consolidated Plan also includes the first of five Annual Action Plans that will be prepared <br /> during the five-year period covered by the Plan. The Annual Action Plan describes the intended <br /> use of the entitlement grants for fiscal year 2010-11. <br /> HUD regulations require that residents and other stakeholders have the opportunity to comment <br /> on the proposed Consolidated Plan, and that their comments be given consideration in <br /> preparation of the final document. On March 22 and April 5, 2010, notification was published in <br /> the Orange County Register indicating that the draft Consolidated Plan was available for review <br /> and that the public comment period ended on April 20, 2010. The notification was also published <br /> in the Nguoi Viet and La Opinion. All comments received will be included in the final document <br /> submitted to HUD. <br /> FISCAL IMPACT <br /> There is no fiscal impact associated with this action. <br /> Cynthia J.
