Award a contract to Lincoln Pacific Builders, Inc., the lowest responsible bidder, in accordance <br />with unit bid prices in the estimated amount of $673,515 for construction of traffic signal <br />installations and modification at four locations. <br />2. Approve a Funding Analysis with a total estimated construction cost of $841,900. <br />DISCUSSION <br />This project provides for traffic signal installations at the intersections of Willits and Sullivan <br />Streets, Raitt Street and Glenwood Place, and Harbor Boulevard and Kent Street, and traffic signal <br />modification at the intersection of Santa Ana Boulevard and Flower Street (Exhibit 1). Once <br />completed these signal improvements will increase safety of motorists and pedestrians at these <br />locations. <br />The Notice Inviting Bids was advertised on February 1 and 3, 2010, and bids were opened on <br />February 25, 2010. A summary of the bid invitations mailed, the bids received, and the bid results <br />follows. <br />Santa Ana Contractors receiving notices: 22 <br />Contractors requesting bidding documents: 21 <br />Bids received: 9 <br />Bids received from Santa Ana Contractors: 0 <br />
