Further, for projects that are proceeding to the next major federal approval, 23 CFR <br />771.129(c) provides that Caltrans must consult (ensure that the original environmental <br />document/determination is still valid) prior to requesting any major approvals from FHWA (e.g., right-of- <br />way acquisition, final design). The purpose of the Written Evaluation is to determine whether there have been <br />changes to project engineering; the environmental setting and circumstances, including laws and regulations; <br />changes in the nature and severity of impacts; and changes to environmental commitments (i.e., avoidance, <br />minimization, and/or mitigation measures). Preparation of the required NEPA-compliant documentation and <br />supporting technical studies will be coordinated with Caltrans' District 12 Local Assistance Office/Engineer. <br />More specifically, URS will prepare a Re -Validation Form to address both of the project Phases, supported by <br />the Written Evaluation pursuant to pertinent NEPA regulations. The Re -validation Form will be obtained <br />and prepared pursuant to requirements set forth in Caltrans' Standard Environmental Reference (SER). <br />As further detailed below in Section C (Scope of Work), URS proposes to prepare a CEQA Addendum for <br />the proposed project. Like the NEPA re-evaluation, the CEQA Addendum will focus on assessing project - <br />related impacts associated with changes in the regulatory environment and environmental setting and <br />circumstances compared to the time at which the Final EIS/EIR was approved in 1990. <br />Therefore, separate CEQA and NEPA documents will be prepared under this contract — the City will remain <br />the CEQA Lead Agency, and Caltrans will assume Lead Agency status under NEPA pursuant to the Safe, <br />Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) NEPA <br />Delegation Pilot Program codified at 23 U.S.C. 327(a)(2)(A) (effective July 1, 2007). Information contained in <br />the 1990 Final EIS/EIR and supporting technical studies will be utilized, as applicable, in the NEPA and <br />CEQA documents prepared under this contract so as to obtain project approval as efficiently as possible. <br />B.2 KI D' F.NVIRON;M N`I'AI.., ISSUES <br />The URS team has conducted preliminary site reconnaissance of the project area, discussed the project with <br />City staff, and thoroughly reviewed the originally prepared (1990) Final EIS/EIR and all supporting technical <br />studies to increase our knowledge of project -specific issues and potential impacts to the schedule. The <br />outcome of this effort that the URS team has already performed is incorporated into the scope of work for <br />this project. The following discussion summarizes the key environmental issues for which technical studies <br />will be prepared to support the CEQA and NEPA environmental documentation. <br />➢ Traffic— As detailed in the Final EIS/EIR prepared for the Bristol Street Corridor widening project, <br />the portions of Bristol Street that encompass Phases 3 and 4 were forecast to operate at LOS F in the <br />year 2006 without the project. With the project, Bristol Street would operate at an acceptable LOS <br />(i.e., LOS D or better) in the year 2006. The project is anticipated to temporarily impact access to <br />adjacent properties; however, appropriate traffic control measures would be implemented to reduce <br />these temporary impacts to a level of less than significant. As further detailed in Section C (Scope of <br />Work), an updated traffic study will be prepared to validate the purpose and need of the project and <br />to confirm anticipated impacts as assessed in the 1990 Final EIS/EIR. The updated traffic study also <br />will support the air quality and noise studies that will be prepared as part of the NEPA and CEQA <br />documentation. Given the largely built out conditions in the project area and vicinity, a substantial <br />increase in traffic along the project corridor is not expected. <br />
