The EMFAC output will be based on vehicle idling using roadway LOS, intersection volumes, and delays as <br />included in the subject project's traffic study. <br />There are currently no formally adopted thresholds for GHG emissions. Determination of significant <br />impacts to GHGs will be performed using the tiered decision tree approach recommended in the SCAQMD <br />Interim CEQA GHG Significance Threshold Draft Guidance document, or alternatively, the most up-to-date <br />methodology available at the time the report is written. <br />URS will prepare a technical memorandum to include the results of the re -quantification of criteria pollutant <br />emissions compared to the 1990 Final EIS/EIR, as well and GHG emissions analysis results. The air quality <br />model runs and calculations will be attached to the technical memorandum as an appendix. <br />Cultural Resources (Section 106) Studies — An HPSR and HRER, including Area of Potential Effects (APE) <br />Map, will be prepared pursuant to guidelines set forth under Caltrans' SER, Volume 2 (Cultural Resources). <br />Consultation with the Native American community, including the Native American Heritage Commission <br />(NAHC) and pertinent tribes recommended by the NAHC, also will be performed as part of the cultural <br />resources documentation. Based on the findings of the 1990 Final EIS/EIR, there are no previously <br />documented archaeological sites within the project area. Furthermore, no sites listed, or eligible for listing, on <br />the National Register, State Register, or Santa Ana Register have been identified within the limits of Phases 3 <br />and 4. <br />As of January 1, 2004, cultural resource studies must be prepared and processed in accordance with the <br />Programmatic Agreement (PA) among FHWA, the Advisory Council on Historic Preservation, the California <br />State Historic Preservation Officer, and Caltrans regarding compliance with Section 106 of the National <br />Historic Preservation Act, as it pertains to the administration of the Federal Aid Highway Program in <br />California. A qualified architectural historian will conduct a field survey of each proposed project area to <br />record buildings, structures, and historic features through photography and written descriptions. <br />This scope of work assumes architectural history survey will require the recordation and evaluation of 50 <br />previously recorded cultural resources (17 properties in Phase 3, and 33 properties in Phase 4) through DPR <br />523L series forms. This scope of work also assumes no previously unrecorded cultural resources exist within <br />the APE. If other properties are identified that would require recordation and evaluation, a separate scope <br />and cost will be prepared for this effort. <br />Noise Study Report — The proposed project is a "Type I" project as defined by 23 CFR 772 because it will <br />add through lanes of travel. Therefore, noise impacts, and the potential need for noise abatement (e.g., <br />soundwalls) would be assessed in accordance with guidelines set forth in Caltrans' Traffic Noise Analysis <br />Protocol (2006) and Technical Noise Supplement (2009). <br />URS will conduct a field noise study to quantify and assess existing noise conditions at the potential noise - <br />sensitive areas. It is estimated that short-term sound level data will be collected (measured) at up to 8 selected <br />locations throughout the day. In addition, continuous 24-hour noise monitoring will be conducted at up to <br />four locations in the project area if secure measurement locations can be identified. <br />10 <br />
