AND <br />THE PROPOSED REDEVELOPMENT F PROPERTIES <br />OWNED BY THE SANTA ANA REDEVELOPMENT AGENC <br />IN THE STATION DISTRICT, ADOPTING A MITIGATION <br />MONITORING RING AHD REPORTING TING PROD AM, AND <br />ADOPTING CE QA FINDINGS OF FACT AND <br />STATEMENT OF OVERRIDING CONSIDERATIONS <br />BE IT RESOLVED EY THE CITY COUNCIL F THE CITY OF SANTA AIWA AS <br />FOLLOWS; <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. In compliance with the California Environmental Quality Act (CE QA) <br />(Public resources Code § 21000 et seq.) and Title XIV, California Code of <br />Regulations, section 1 000 et seq. CEQA Guidelines), the City of Santa <br />Ana has prepared an Environmental Impact Report (EIR) to analyze the <br />environmental impacts of the Transit Zoning Code SD loo. and the <br />redevelopment of parcels owned by the Santa Ana Redevelopment <br />Agency (Agency) in the Station District, which would be developed with a <br />maximum ur of 226 residential units by the Agency and the Related <br />Companies of California} LLC and Griffin Fealty Corporation, a California <br />Corporation (the Developer Project). <br />E. In compliance with CE QA and CE QA Guidelines Sections 15063 and <br />15082, the City prepared an initial Study and Notice of Preparation P <br />of a Draft EIR, which was distributed to the Office of Planning and <br />Research, all responsible and trustee agencies, and other interested <br />parties on July tot 2006. <br />C. The City held public s oping meetings on the Draft EIR on August 10, <br />2066 at the Santa Ana Regional Transportation Center. <br />D. In compliance with CE QA and CE QA Guidelines Section 15067, the City <br />provided public notice of the availability of the Draft EIR and sent a notice <br />of completion to the Office of Planning and research on February 2} 201 , <br />which began a 5 -day public review period. <br />E. Prior to the close of the public comment period and in response to <br />comments received during that period, the City amended Draft EIR to <br />evaluate three additional alternatives to the proposed Developer Project <br />and recirculated a portion of the EIR, including the analysis of all <br />alternatives EIR, Chapter 5.0, Alternatives) and a financial analysis of the <br />Resolution #o. 20- <br />
