Chapter 12 Responses to Comments Received Since Publication of the Final EIR <br />Response to Letter OCTA: Orange County Transportation Authority (OCTA) <br />Response to Comment OCTA -1 <br />This comment contains introductory or general background information and is not a direct comment on <br />environmental issues or the content or adequacy of the Draft EIR. No response is required. <br />Response to Comment OCTA -2 <br />It is noted that the Transit Zoning Code is consistent with OCTA's policies regarding bicycle <br />commuting. This comment does not address environmental issues or the content or adequacy of the <br />Draft EIR. This comment will be forwarded to the decision - makers prior to final action. <br />Response to Comment OCTA -3 <br />Discussions between Charles Larwood, Manager of Transportation Planning at OCTA and George <br />Alvarez, Santa Ana City Engineer, on June 4, 2010, determined that the intersection mentioned in the <br />comment letter was in fact outside of the study area. As a result, no further action required. <br />Response to Comment OCTA -4 <br />The Circulation Element of the Santa Ana General Plan is currently in compliance with the County of <br />Orange Master Plan of Arterial Highways (MPAH). The Transit Zoning Code and attendant <br />amendments to the Land Use Element of the Santa Ana General Plan do not propose any modifications <br />to the Circulation Element of the Santa Ana General Plan and, as such, would not result in a change to <br />the MPAH. The City of Santa Ana will continue to remain in compliance with the provisions of the <br />MPAH and to follow any amendment processes in order to maintain eligibility for Measure M2 funding. <br />This comment does not address environmental issues or the content or adequacy of the Draft EIR. No <br />additional response is required. <br />Response to Comment OCTA -5 <br />The City of Santa Ana currently coordinates the placement of all transit /bus stop locations with the <br />Orange County Transportation Authority (OCTA) using the strategic siting criteria contained in <br />Comment OCTA -5. While the Transit Zoning Code is primarily intended to regulate development on <br />private property, one of its chief objectives is to ensure proper integration of private development with <br />public transit. To that end, the criteria for strategic siting of bus /transit stops suggested by OCTA in <br />Comment OCTA -5 will be incorporated into the Street Network Concepts Guidelines section of the <br />Transit Zoning Code in order to facilitate the placement of future bus /transit stops. This comment does <br />not address environmental issues or the content or adequacy of the Draft EIR.
