Chapter 12 Responses to Comments Received Since Publication of the Final EIR <br />with City -owned street lighting using the LED technology, which is also generating results <br />supporting Southern California Edison's findings. The test results indicate that it is too soon to <br />effectively employ this technology for streetlights. <br />> Response: The City currently uses LED lights for all of its traffic lights. <br />■ Install energy efficient exist signs and other lighted signs in public buildings. <br />> Response: Energy efficient signs are included in MM4.13 -8. <br />■ Install Energy Star rated vending machines. <br />> Response: Vending machines are not part of the proposed project. <br />■ Directional and shielded LED lights for exterior lighting and install exterior and security lights with <br />motion detectors. <br />> Response: Energy efficient light fixtures are included in MM4.13 -8. <br />■ Install filter on public drinking fountains to cut down on the use of plaster water containers. <br />> Response: Public drinking fountains are not part of the proposed project and measure does not <br />address impacts of project. <br />■ Preferential parking for hybrid vehicles. <br />> Response: MM4.13 -18 includes a provision for preferential parking for ultra -low emission <br />vehicles and alternative fueled vehicles. <br />■ Solar panels could be installed on public buildings. <br />> Response: MM 4.2 -22 and MM4.13 -8 identify the incorporation of solar panels into the <br />project's construction. <br />Response to Comment "3.03ff <br />Commenter provides mitigation measures that the City of Santa Ana could incorporate into other <br />developments. These measures do not relate to the proposed project. <br />Response to Comment "3.07" <br />Commenter states that the EIR does not include alternatives that reduce the impacts related to <br />greenhouse. The EIR provides that greenhouse gas impacts would be reduced as compared to the <br />proposed project in Alternatives 1, 2, and 3. Refer to Response LULAC -11. <br />Response to Comment "3.08ff <br />As "supporting evidence," commenter provides a large number of documents relating to Air Quality and <br />Greenhouse Gas Emissions and Global Climate Change. These documents include specific and general <br />information on these topics.
