CHAPTER 12 Responses to Comments Received <br />Since Publication of the Final EIR <br />12.1 ORGANIZATION OF THE RESPONSES TO COMMENTS <br />RECEIVED SINCE PUBLICATION OF THE FINAL EIR <br />The letters in this document include public comments on the EIR for the proposed Transit Zoning Code <br />that were received after the close of the public review period, after publication of the Final EIR and after <br />the May 27, 2010, Planning Commission public hearing on the proposed Transit Zoning Code. The <br />Draft EIR was circulated for public review from February 2, 2010, to April 12, 2010. Although the City <br />of Santa Ana is not required to respond to these comments, it has chosen to do so (CEQA Guidelines <br />Section 15207). <br />Responses to these comments have been prepared to address the environmental concerns raised by the <br />commenter and to indicate where and how the EIR addresses pertinent environmental issues. <br />The comment letters have been numbered in an ordinal fashion. Each issue within a comment letter, if <br />more than one, has a letter assigned to it. Responses to the comment letter immediately follow each <br />letter. References to the responses to comments identify first the letter number, and second, the <br />comment letter (6A, for example). Comments that are outside of the <br />scope of CEQA review will be forwarded for consideration to the decision - makers as part of the project <br />City of Santa Ana Transit Zoning Code (SD 84A and SD 84B) EIR 12 -1 <br />
