Meet inclusionary housing obligations; and <br />3. Deet replacement housing obligations. <br />. <br />Additionally, in 2007, the State Legislature adopted SP 37, which included a provision requiring <br />all redevelopment agencies to incorporate specific Information regarding plan time limits Into the <br />Implementation entation Plant The legislation requires the list of the following time limits: <br />1: The time limit for the commencement for eminent domain proceedings to <br />acquire property within the project area; <br />2. The time limit for the establishment of loans, advances, and indebtedness to <br />finance the redevelopment project; <br />3. The time limit for the effectiveness of the redevelopment plan; and <br />. The time limit to repay indebtedness with the proceeds of property takes. <br />The Five -Year Implementation Plan describes the merged project area's financial status which is <br />heavily impacted with existing debt and obligations with little program money available for the <br />net several years. It also demonstrates that the Agency has fulfilled its replacement and <br />inclusionary housing requirements. The goals and objectives for the merged project area serve <br />as the foundation for the Agency's redevelopment efforts. Finally, the matrix linking programs to <br />blight alleviation demonstrates that all of the Agency's projects and programs will meet the <br />Agency's goals and objectives and assist in the removal of blight. <br />In the development of this plan, a comprehensive surrey of the City's needs was distributed in <br />three languages to more than 9,000 stakeholders comprised of residents, social service <br />providers, and businesses. The survey was also made available on the Citys website and was <br />advertised through public notices in three different languages. From October 15, Zoo, to <br />January 15, 2010, the surveys were presented at numerous neighborhood association meetings, <br />and laptops were available to enable residents to enter their survey responses online. More than <br />1,500 responses were received. <br />Adoption of the Five -bear Implementation Plan does not constitute Agency approval of any <br />specific program, project or expenditure. The Implementation Plan may also be amended, if <br />needed, at any time during its five-year life following a noticed public hearing. <br />5-20 <br />
