The
goal of the TE program is to better integrate transportation facilities into the surrounding
communities. Projects eligible for TE funding include landscape and aesthetic enhancements as
well as bicycle and pedestrian facilities projects. As part of the requirement for this funding the City
will be requiring contractors responsible for construction of the awarded projects to employ the
services of the Orange County Conservation Corps.
There is approximately $12.4 million available for programming in fiscal year 2010-11 through fiscal
year 2012-13. In June and July of 2010, OCTA staff and the TE advisory panel will review and rank
the applications. On August 9, 2010 the OCTA Board will review and approve the projects.
Staff is requesting authorization to submit eight project applications for TE funding for fiscal years
2010/2011 through 2012/2013 (Exhibit 1). Given the need for these improvements, staff
recommends the City Council adopt a resolution supporting federal funding of these projects and
authorizing the Executive Director of the Public Works Agency to submit the designated projects for
funding consideration under the Transportation Enhancement Program.
55D-1
