• Fleet Management, through new leadership, will broaden its approach towards <br />technology and renewable and sustainable energy. Fleet will aggressively pursue the <br />transition of the entire fleet towards alternative fuels. It will actively pursue a zero <br />waste operation, which will reduce the City's carbon footprint and greenhouse gas <br />emissions by exploring and expanding the use of alternative fuels such as compressed <br />natural gas, propane, ethanol, biodiesel, electric as well as hybrid vehicles. <br />• City of Santa Ana has undertaken the California Green Jobs Corps as a pilot program <br />funded by the American Recovery and Reinvestment Act. This program provides green <br />education, paid work experience, and community service opportunities for 28 young <br />adults ages 16 -24. The program will give youth an opportunity to receive training in <br />green careers. <br />• The American Recovery and Reinvestment Act (ARRA) awarded Santa Ana funding for a <br />Homelessness Prevention and Rapid Re- Housing (HPRP) program that provides <br />financial assistance and services to either prevent individuals and families from <br />becoming homeless (Homelessness Prevention) or to help those who are experiencing <br />homelessness to be quickly re- housed and stabilized (Rapid Re- housing). <br />• Through the Neighborhood Stabilization Program (NSP) the Department of Housing and <br />Urban Development (HUD) allocated $3.92 billion to communities nationwide of which <br />$5,795,151 was allocated to the City of Santa Ana. As a part of the City's NSP 1 <br />program, five programs will be implemented: Downpayment Assistant; Acquisition & <br />Rehabilitation of Single Family Homes; Acquisition & Rehabilitation of Condominiums <br />and Historic Homes; Acquisition & Rehabilitation of Rental Housing; and <br />Redevelopment. The American Recovery and Reinvestment Act of 2009 provided <br />additional funding for NSP 2 activities to states, local governments, nonprofits, and a <br />consortium of nonprofit entities on a competitive basis. The City was awarded an <br />additional $10 million to undertake the same activities /programs as NSP 1. <br />In keeping with our commitment to long -term planning, we will continue to dedicate our time, <br />energy and resources toward providing quality service to enhance the safety, livability and <br />prosperity of our community. In spite of the fiscal challenges the City is facing, the FY 2010- <br />2011 budget confirms our commitment to this purpose and incorporates the important <br />programs and projects you have requested in response to the community and its needs.
