March 9, 2010 <br />Mr. Kenny Nguyen, P.E. <br />Project Manager <br />City of Santa Ana, Public Works Agency <br />20 Civic Center Plaza — Ross Annex (M-36), 3rd Floor <br />Santa Ana, California 92701 <br />RE: Grand Avenue Widening Project (Contract No. 08-1732) — Contract Amendment No. 1 <br />Dear Mr. Nguyen: <br />Provided herein is URS Corporation's (URS) request for Amendment No. 1 regarding <br />preparation of the requisite documentation pursuant to the National Environmental Policy Act <br />(NEPA) and California Environmental Quality Act (CEQA) and supporting technical studies for <br />the City of Santa Ana's (City) proposed widening of Grand Avenue from First Street to Fourth <br />Street (Contract / File No. 08-1732). Amendment No. 1 involves preparation of technical studies <br />not otherwise included in URS' originally approved contract. The additional reporting <br />requirements were directed by the California Department of Transportation (Caltrans) District 12 <br />during the course of the project. The specific reporting requirements for each of the below -listed <br />additional technical studies (i.e., Tasks 1 through 4) is provided on Caltrans' Standard <br />Environmental Reference ("SER") and associated handbooks. <br />Amendment No. 1 also includes updating the project's technical studies and the NEPA <br />Environmental Assessment and CEQA Addendum (i.e., Tasks 5 through 10) to account for the <br />revised project description per recent coordination with Caltrans. Specifically, the project <br />maintains 3 through lanes in the southbound direction along Grand Avenue between First and <br />Fourth Streets, but now includes two through lanes in the northbound direction (as opposed to <br />three through lanes as originally proposed) to demonstrate independent utility and logical <br />termini. <br />Provided below is a description of the out -of -scope tasks that have been completed (i.e., Tasks 1 <br />through 4) and those that will be completed (i.e., Tasks 5 through 10) to update the pertinent <br />project -related studies as coordinated with the City and Caltrans.
