This initiative will <br /> support and be in compliance with the Ca1SCIP, the NECP, and SAFECOlbI best practice <br /> governance models• We will make use of the information provided in Deliverables 3 and ~4 of the <br /> current SPA contract in order speed up the development of the governance options and <br /> recommendations. Based on the findings and recommendations developed during the outreach <br /> process and decisions by SPA senior leadership, the GTSI Team will incorporate the governance <br /> development process into the Strategic Plan. The GTSI Team will ensure that requirements for i' <br /> annual updates are incorporated into the Strategic Plan so that goals and objectives and grant <br /> budgets and fiscal requirements can be updated. <br /> Near, Middle and Long Term Goals and Objectives <br /> The GTSI Team will develop a recommendation for a phased five (5) year implementation plan ~ <br /> which reflects near, middle and long term goals and objectives. This will enable the SPA to <br /> develop budget and grant request tivhich support the Strategic Plan. The programmatic approach <br /> will enable the SPA to perform a cost analysis of the five (5) year strategic plan, identify costs <br /> that would be grant eligible, provide budgetary estimates and to identify those areas where they <br /> might develop grant applications on a Regional basis far submission to CaISIEC/ CaIEMA. The <br /> development of the goals and objectives will enable rough order of magnitude cost for the five <br /> year period covered by the Strategic Plan to be developed and as the SPA moves forward in the <br /> execution of the Plan, more definitive budget estimates can be developed in support of grant <br /> request. <br /> CaISI1t;C Liaison Support <br /> The GTSI Team will develop the requirements and justification for a permanent CaISIEC <br /> Liaison position for the SPA to provide administrative support and to coordinate the activities of <br /> the governing body and manage day-to-day issues within the SPA. The CaISIEC Liaison tivould <br /> be responsible for the daily operations of the SPA interoperability efforts, including coordinating <br /> and managing the use of the interoperability spectrum, and implementation oversight for the <br /> initiatives outlined in the CaISCIP and the SPA Strategic Plan. These duties would fill the role of <br /> an Interoperability Coordination Office (ICO). This includes developing and delivering reports <br /> and briefings, coordinating various governmental initiatives related to public safety <br /> -3- <br /> GTSI Co~dential and Proprietary.
