LAND USE ELEMENT <br />AIR QUALITY <br />Based on recrnc daces, the area has experienced improved air quality as indicated <br />by the low number of days in which clean air standards were exceeded. When <br />considering the overall trend, some improvements were observed For ozone, <br />carbon monoxide, and nicrogcn oxide. "L'his improvement is largely attributable co <br />more stringent vehicle emissions standards, the elimination of older polluting <br />vehicles, and cleaner burning fuels (leaded fuel is no longer permitted in the Los <br />Angeles Basin). Finally, larger stationary emission sources arc gradually being <br />eliminated or undergoing retrofit with the best available pollution control <br />technolofry. <br />Future development in the City will continue to be subject co the "clean air" <br />requirements of the California Air Resources Board, South Coast Air Qualiq• <br />Management District, and the U.S. Environmental 1'rotcction Agency. <br />TRANSPORTATION SYSTEMS <br />Santa Ana's roadways arc experiencing increased trail-ic congestion as are most <br />areas of Grange County due to growth and development in the City and <br />surrounding region. `l'he increased traffic projected For coming years will result in <br />addicional congestion on local streets in the absence of mitigacion. Key traffic <br />issues considered the following: <br />Regional Transportation. The City of Santa Ana is served by five freeways: <br />the Santa Ana (I-5), the C;ardcn Grove (SR-22), the Costa Mesa (SR-5~, San <br />Diego (I-405), and the Orange Freeway (SR-57).'I'hese freeways are situated <br />near the northern, eastern and southern boundaries of the City, and carry <br />many daily commuters into the City, as w•cll as to the surrounding region. <br />Local Roadways. Local roadways in the Citygenerally form a grid pattern in <br />north-souch and ease-west directions. Major streets are within one half-mile <br />or one-mile intervals, and intcrrupccd mainly by the freeways and the Santa <br />Ana River. Key circulation and transportation issues include the following: <br />Projected Traffic. The year 2010 traffic volume projections for year 2010 For <br />arc~i roadways are based on the CSF-CDI2 housing, population, and <br />employment projections. "I~hcse projections indicate that the subregion's <br />housing units will increase by 23 percent by the year 2010 creating a <br />corresponding increase in vehicular traffic. <br />Increased Traffic. The City has experienced significant population growth <br />during the past several decades. At chc same cime, a number of major <br />commercial and employment centers have been developed in the City while <br />additional development is envisioned in the near ccrm. "1"he pn°pondcrancc of <br />this population growth and new development occurred years after the City's <br />road~a+ay network was initially constructed.
