LAND USE ELEMENT <br />• City's Noise Control Ordinance. The Santa Ana Noise Ordinance <br />establishes standards for maximum noise Icvcls within residential areas ofthe <br />City. "1'he cxcerior noise level standard is 55 dBA From 7A1tiI to 10 PM, and 50 <br />decibels (dI3A) From 10 P.~[ to 7 AM. "I'he interior noise level standard is 55 <br />d13A from 7 AM to 10 PM, and 45 dI3A from LO PM to 7 AM. Standards far <br />impacc noise, simple cone noise, speech, music, and any other combination <br />arc 5 d13A lower than the shove standards, and noise levels exceeding chest <br />standards are limited to relatively shorter periods oftimc. <br />• Building Insulation Standards. The California Administrative Code, <br />'T'itle 24, Fuilding Standards, Chapter 2.35 outlines noise insulation <br />performance standards in orderto protect persons within new hotels, motels, <br />apartment houses, and dwellings other than detached single-family <br />dwellings. `I"his seccion of the Government Codc requires an interior noise <br />level of45 dI3A ar Icss for residential pmjects. <br />• Noise Land Use Compatibility. 'I'hc State Office of Noise Control has <br />prepared "Guidelines fc>r the Preparation and Concept oFNoise Elements of <br />the C:eneral Plans." `T'his publication provides a guide for gauging the <br />compatibility ofnoise-sensitive land uses in areas subject to noise levels of 55 <br />co HO dI3A. Residencial uses are normally unacceptable in areas exceeding GS <br />dB CNEL (Noise Impact %unc 1) and conditionally acceptable in areas <br />between GO to CS d13 CNEL (Noise Impact %one 2). <br />• Traffic Noise.'['he greatest source ofnoise affecting the City is vehicle craf3ic <br />on major arterial roadways and area Freeways. Many areas of the City arc <br />subjca to high ambient noise Icvcls in excess of 70 dI3A. 1`4osc areas along <br />major arterial roadways are subject co noise levels in excess of GS dI3A. <br />• Airport Noise. 'I~he City updated its Airport Environs Element detailing <br />potential noise impacts For the Ylanning Arca impacted by the John Wayne <br />Airport.
