To a large extent the costs o.f the manpower planning <br />staff, as established within the city under the CAMPS procl~am, <br />ar_c covered by federal grant. To the extent that expenses <br />incurred incident to the city's participation do not come within <br />the terms of the federal grant, they must be considered to be <br />valid. munir.ipal c~.penses authorized by the Council for a proper <br />public purpose. Such expenses as are incurred by the Mayor or <br />his designated representative, as chairman of the Manpower Area <br />Planning Council, would appear to fall within this latter <br />category. <br />The Manpower Area Planning Council is established <br />under the federal program to advise governmental agencies as <br />to the manpower needs of its area and prepare pJ_ans for the <br />implementation of manpower programs. The chairman of this <br />council is presumed to be the mayor of the principal city or <br />his designee. (Inter Agency Cooperative Isuance (I.C.I.) No. 72-2). <br />There is no requirement that a designee be an elected or appointed <br />officer of the city. Although ICC 72-2 suggests that the de- <br />signee should be a member of the mayour's executive staff, this <br />is inapplicable to a city such as Santa Ana, where the mayor, <br />not being the principal supervising executive in the city govern- <br />ment, has no such executive staff. <br />In summar1~, the City Council. has approved the ex- <br />..- penditur.e of. muni_r_i.pal funds i.nvolvinq expenses incurred <br />through participation in CAMPS; the expenses of the mayor <br />incurred in such participation would be such legitimate mtzni_- <br />cipal expenditures; the mayor may appoint a designated. r.cp.re- <br />sentati_ve i:o serve in his place with respect to such participa- <br />tion.
